Developer May Turn Clinton Hill Shelter Into Apartment, Retail Complex

RXR Realty filed paperwork to redevelop 47 Hall Street, currently an emergency migrant shelter housing about 3,000 people, according to Crain's New York Business.

An emergency migrant center in Clinton Hill could be converted into a new mixed-use complex with hundreds of apartments and commercial space, according to Crain's New York Business. 

RXR Realty filed plans with the Department of City Planning (DCP) to transform a block-long campus of 10 buildings at 47 Hall Street into a mixed-use complex with 611 apartments, according to Crain's.

Under the proposed 933,422-square-foot redevelopment, two of the 10 buildings would be demolished and replaced with a 21-story mixed-use tower. A third building would be converted into residential units, according to an environmental assessment statement.

The new development would include 611 apartments, with between 153 and 183 units designated as affordable. The remaining seven buildings would house retail, commercial, and self-storage spaces spanning 300,000 square feet, according to the filing

The property, which was supposed to be an office complex, was vacant until the city leased it for a reported $45 million last July so that it could use it as an emergency shelter run by NYC Health + Hospitals.

The city's lease at 47 Hall Street will expire in March 2025.

The shelter currently houses about 3,000 asylum seekers and is adjacent to 29 Ryerson St., another emergency shelter that houses about 800 people. The shelter compex has been mired in controversy, as residents have pleaded to the city to make the complex smaller in size. There were also two shootings, one in front of 29 Ryerson St. and in a nearby park, in July.
