An NYPD lieutenant running for City Council wasn’t retaliated against because he blew the whistle on a racist quota system — he is just a lousy cop, a city lawyer alleges in new court papers.

Lt. Edwin Raymond filed a bombshell lawsuit in 2015, along with other minority cops, that claimed they faced retribution for refusing to go along with a “collar quotas” system targeting people of color.

Rubinstein, citing remarks from supervisors, writes that Raymond was insubordinate and unwilling to do his job.
