Adams Unveils New Plan to Tackle Garbage Mountains

New York has become defined by an unsightly image: Mounds of trash bags blocking sidewalks, rotting in the sun and attracting rats. It’s common enough that many have used the hashtag #TrashCity to vent their frustration with the smelly sidewalks.
