The city shut down a Brooklyn car service that hired an unlicensed cabbie accused of raping a 12-year-old passenger.

Rafael Martinez, 32, had no Taxi and Limousine Commission license, but he was still taking fares for Evelyn Car Service at 587 Vanderbilt Ave. in Prospect Heights, TLC officials said Thursday.
