Sheldon Silver ended two decades as Assembly Speaker on Monday, as Bronx Assemblyman Carl Heastie prepares to move into the new role which will be finalized Tuesday morning with a vote, reported The New York Times

Heastie, 47, began to step up into the role after the longtime speaker agreed to step aside last week in the wake of federal charges of accepting millions of dollars and despite scrutiny of Heastie's own reported questionable campaign spending. If approved, Heastie will become the chamber's first African-American speaker. 

Meanwhile Silver quietly spent most of Monday behind closed doors, saying, "There are no thoughts," in an emotionless tone, as he left the Assembly chamber just after 5:00pm, the Daily News writes.

In the wake of all the hoopla and controversy, Gov. Andrew Cuomo echoed the desires and concerns of many of the present assembly members, urging lawmakers to pass ethics reforms, including restrictions on outside pay and spending of campaign funds. 

"To me it's not so much who is going to run the Assembly," said Assemblyman Charles Barron, who was elected to a south Brooklyn district in November. "It's how it's going to be run."
