Mayor de Blasio said the police's aggressive enforcement of petty crimes, known as the "broken windows" theory to curbing crime, could drop in black and Hispanic neighborhoods, the Daily News reported.

De Blasio's comments came after a  Daily News analysis found that over 80% of people hit with petty crime violations were black and Hispanic over the past 12 years.

"Everybody should be treated equally and that's the whole approach," de Blasio said. "Proactive, preemptive, preventative policing, and energetic policing ... that's what the people of this city want, because it helps keep crime low. But making sure we're calibrating it right, making sure we're training right, making sure we're making adjustments, making sure we're respecting communities, is part of what we have to do all the time."

While de Blasio said he supports the "broken windows" theory, he said it could be more nuanced and even handed across all communities.  He pointed out that under his administration there had been a 5% drop in marijuana arrests as well as the drop in stop and frisks.
