In response to the recent and growing flood of undocumented children arriving in the United States without a parent or guardian, Congressman Hakeem Jeffries (NY-8) on Monday introduced the Vulnerable Immigrant Voice Act of 2014 (VIVA), a new bill that will provide for unaccompanied minors legal representation.

Joining Jeffries at the press conference where he announced the legislation were the bill’s co-authors Karen Bass (CA-37), Lucille Roybal-Allard (CA-40) and Judy Chu (CA-27).

Each month, with the help of smugglers, thousands of immigrant children are fleeing their homelands in Central and South America and crossing the southern U.S. border illegally in the hope of finding a better life.

Many are fleeing drug warlords; others are sent by relatives who are seeking to reunite the children with their parents or other relatives. And they cross the border without papers because there are virtually no legal ways for them to immigrate.

The number of children making these journeys by themselves has doubled each year since 2010. And the Department of Homeland Security (DHS) has stated that an estimated 90,000 unaccompanied children will attempt to enter the country by the end of this year.

“There is a growing humanitarian crisis at the border that worsens exponentially by the day, and it requires a serious response,” said Jeffries.

The VIVA legislation aims to provide not only legal representation to unaccompanied minors, but also the mentally disabled during immigration proceedings.

“Some of the children who have come to this country may not have a valid legal basis to remain, but some will,” said Jeffries. “Yet, it is virtually impossible for a child to assert a valid claim under immigration law in the absence of legal representation.”

  1. I think that Unaccompanied immigrant childrens are complex challenge we cannot overlook. Insisting that the country should never lose focus on humanity. Frequently child migrants are the dream weavers among us and we should not shatter their dreams but we should help them realise these dreams and allow them to be children. Our responsibility is to ensure that children enjoy life…we should not kill their hopes but we should commit ourselves to provide care and protection and ensure that their dreams, hopes and desires come true.When children and youth arrive, they feel disorientated and confused and we must be more cultural sensitive. No matter what they go through to survive, they remain children. We know that they possibly were exposed to abuse and suffering and my hope is to have a country which gives new hope to migrant children. I suggest you about Unaccompanied Minors

    we have not been made aware of, either in the mainstream press or through the
    propaganda machine of the Obama Administration. What is being kept carefully
    under wraps is infectious diseases that is crossing the US/
    Mexican border with a landslide of these first waves illegal aliens. Or may it

    since 2009, so I am aware of problems these countries face from such diseases.
    People express concern about child

    pipeline and making America self-sufficient in Energy and not
    dependent on foreign oil, gas. Reduce to a minimum of Regulations for growing
    businesses. Stop the incessant rules and regulation that Americans face every
    day, by agencies to collect more taxes; Make corporate welfare a thing of the

    agenda of Ron Paul, The One Cent Solution is
    beautifully simple: If the government cuts one cent out of every dollar of its
    total spending (excluding interest payments) each year for five years, and then
    caps overall federal spending at 18 percent of national income from then on, we
    can: Reduce federal spending by $7.5 trillion over 10 years. Balance the budget
    by 2019.
