The $25 million rebuilt plant will help increase the Department of Transportation's asphalt production and recycling capacity and enable workers to pave roads in temperatures as low as 15 degrees, officials said.

De Blasio has allocated more than $226 million in capital funds to repave city streets, and $670 million to completely reconstruct streets in areas affected by Hurricane Sandy.

So far, the city has filled a record 338,000 potholes since Jan. 1, compared to 305,001 potholes that were filled for the entire year of 2011, de Blasio said.
