New York City has started accepting applications for 4,268 free, full-day prekindergarten seats, as Mayor Bill de Blasio shifts into "full-gear" implementation mode with state budget funding secured, The Wall Street Journal writes.

The first wave of seats will be located in 140 public schools, including 694 in the Bronx, 1,242 in Brooklyn, 594 in Manhattan, 1,234 in Queens and 504 on Staten Island. About 60% of the city's 800 public elementary schools will be offering full-day pre-K beginning this fall, the mayor said.

"The bottom line," Mr. de Blasio said, is the administration needs "to get the word out to parents that it's time to sign up."

The new expansion will bring the total of 4-year-olds beginning schools this fall to 54,000 across the five boroughs. The mayor's plan expands to 73,250 pre-K seats, beginning in September 2015.
